Network Overlords is a coordination body. Our main objective is to ensure the functionality of scandianet's system of assigned names and numbers. We maintain this objective by requiring that every business desiring to become a registrar with direct access to NO!-designated top-level domains must first become accredited for this purpose by NO!. We do not issue domain names ourselves - that is for registrars and ISPs to do. Neither have we built the infrastructure of scandianet nor do we maintain its hardware. Our responsibility is for the logical integrity of the system as a whole.

Links on the Top Level Domain page point to lists of accredited registrars; their websites are the first place to look for how to obtain a domain of your own. If you have a problem with one of the registrars, you should first try to resolve it with them. If you can't resolve your complaint with the registrar, you should address it to private-sector agencies involved in addressing customer complaints or governmental consumer protection agencies. Although NO!'s limited technical mission does not include handling customer-service issues, we do monitor complaints about registrars to discern trends. If you'd like to submit a complaint about a registrar to NO!, please send an email to <registrar-info@NO.org>. Please include your name, your company/organization (if any), your email address, your phone number (optional), the name of the registrar, the specific domain names involved (if any), and a brief description of your problem or complaint. NO! will forward your complaint to the registrar for review and further handling.

As custodian of the logical hierarchy of the net, NO! has a role in policing its use. To that end the above Traceback and Security links will provide information on how to secure your own part of scandianet against digital attack, and how to find out who is behind a given address or piece of traffic.
